Learn how Bihar entrepreneurs can benefit from the Startup India Scheme in 2026. Explore DPIIT eligibility, tax benefits, seed funding, Bihar Startup Policy, incubators, and the registration process.

Startup India is the flagship program of India's Ministry of Commerce and Industry, administered by DPIIT (Department for Promotion of Industry and Internal Trade).
Its core purpose: to nurture innovation and entrepreneurship across India.
Under this scheme, eligible companies receive DPIIT Recognition — unlocking tax holidays, funding schemes, compliance relief, and access to government tenders.
Since its launch in January 2016, over 1.87 lakh startups have been recognized under the scheme. As of June 2025, Bihar alone has contributed 3,766 DPIIT-recognized startups — with 3,049 of them registered in just the last five years (2020–2025).
Bihar is no longer only an agricultural state. It is a growing startup ecosystem — and Startup India is at the center of it.
Private Limited Companies (Pvt Ltd), Limited Liability Partnerships (LLP), Partnership Firms, and Multi-State or State-registered Cooperative Societies are all eligible.
Important: Sole Proprietorships and HUFs are NOT eligible. If you operate as a sole proprietor and want Startup India benefits, first convert to Pvt Ltd or LLP.
The entity must not have completed 10 years from date of incorporation. For Deep Tech startups, this limit is extended to 20 years.
Annual turnover must be less than ₹200 crore in any financial year since incorporation. For Deep Tech startups, the limit is ₹300 crore.
The entity must work toward innovation, improvement of products/services, or have a scalable business model with high potential for wealth and employment generation.
The business must not have been formed by splitting up or reconstructing an existing company.
Short answer: Yes — manufacturing startups can be eligible for Startup India.
The condition: your business must demonstrate innovation, improvement, or a scalable model in its product, process, or approach.
| Business Type | Innovation Angle | Startup India Eligible? |
|---|---|---|
| Branded Packaged Atta (Stone Mill) | Kachi Ghani technology, local wheat, health positioning | Yes |
| Makhana Processing | Unique grading, export-ready packaging | Yes |
| Eco-friendly Agarbatti | Chemical-free, bamboo-free innovation | Yes |
| Branded Sattu (D2C) | Scalable health food brand | Yes |
| Tech-enabled Poultry Feed | Data-driven nutrition, local sourcing | Yes |
| Generic Commodity Oil Mill | Standard product, no differentiation | Typically No |
| Standard Detergent Unit | Standard formula, no innovation | Typically No |
Key Insight: Innovation does not have to be in technology. It can be in the product, process, or business model. Bihar's local identity plus quality plus branding can itself be the innovation angle.
Section 80-IAC Tax Holiday: 100% income tax exemption on profits for any 3 consecutive years within the first 10 years of incorporation.
Available only to Pvt Ltd / LLPs incorporated after 1 April 2016.
Apply separately to the Inter-Ministerial Board (IMB) after DPIIT recognition.
Angel Tax Exemption: Protection under Section 56(2)(viib) from angel tax scrutiny on share premium received from investors.
Long-Term Capital Gains Exemption: Investors who invest in DPIIT-recognised startups get LTCG exemption — making your startup more attractive to investors.
Honest Note: Tax holiday is only useful when your startup is profitable. For early-stage startups not yet generating profit, the most practically useful benefits are the angel tax exemption, self-certification of compliance, and the credibility of DPIIT recognition.
Startup India Seed Fund Scheme (SISFS): Grants up to ₹20 lakh for proof of concept and debentures or convertible debt up to ₹50 lakh for market entry, commercialization, or scaling.
IIT Patna's Incubation Centre is a nodal center for SISFS in Bihar.
Fund of Funds for Startups (FFS): A ₹10,000 crore corpus managed by SIDBI that invests in SEBI-registered AIFs, which then invest in startups.
Credit Guarantee Scheme for Startups (CGSS): Collateral-free loans specifically designed for DPIIT-recognised startups separate from MSME's CGTMSE.
DPIIT-recognised startups can self-certify compliance with 6 labour laws and 3 environmental laws for the first 5 years from incorporation.
This means fewer inspections and a significantly lower compliance burden.
Particularly valuable for Bihar agro-processing and food startups that develop unique formulas, processes, or brands.
The Government e-Marketplace (GeM) has expanded startup onboarding in 2025–2026, allowing DPIIT-recognised startups to supply directly to government departments.
Bihar government procurement also gives priority to DPIIT-recognised startups.
If a startup fails, a simplified wind-up process allows entrepreneurs to reallocate capital faster — encouraging more people to take risks and start businesses.
Beyond Startup India (Central Government), Bihar has its own state-level policy that provides additional benefits.
Portal: startup.bihar.gov.in
The Bihar Startup Policy is run by the Department of Industries, Government of Bihar.
So far, 1,522 startups have received support worth ₹62.50 crore under this scheme.
Disbursed in two parts:
Bihar's most underappreciated provision.
If your startup raises funding from a SEBI-registered angel investor, the government provides a loan equal to 100% of that amount — at 0% interest — up to ₹50 lakh.
This effectively doubles your capital without equity dilution.
7+ government-backed incubators across Bihar offering free workspace and mentoring.
Specific additional funding is built into the policy for these categories.
IIT Patna's incubation centre has backed 180+ founders with ₹47 crore in support and is planning further investor summits in 2026.
SISFS (Seed Fund up to ₹50 lakh) is available here.
BioNEST program is available for Life Sciences, MedTech, and Biotech startups.
